nah, get a main character, develop that character over a series of short, ridiculous gag-strips and then toss him into more involving storylines and jokes. all webcomics that succeed do it. Theory did it to an extent as well. gag-strips first, then story arcs.
art will improve as you draw. all webcomics with show you that.
spur of the moment ideas dont always turn out for the best, though. look at me, whenever i try to do something spontaneous in a comic at the theory i'm usually met with riducule and humiliation...
joke around with friends. if you come up with something that you all find hilarious and can be transferred into joke form, run with it. it's how eric and i do it. most of teh time anyways.
